WHEREAS, in FY21, the City of Foley requested to apply for Hazard Mitigation Grant funds to be used to fund a First Responder Safe Room under Resolution 21-1086, and
WHEREAS, FEMA has awarded the City of Foley an HMGP grant of $5,020,892.91 with a required matching funds of $557,876.99 for a total project cost of $5,578,769.90 (90% grant / 10% match), and
WHEREAS, the City of Foley requests Council permission to accept the accept the grant and amend the budget accordingly.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Foley, Alabama, as follows:
SECTION 1: Accepts the award from FEMA for the HMGP Grant DR4563-0003 for a First Responder Hurricane Safe Room in the amount of $5,020,892.91 and approves the required matching funds of $557,876.99 for a total project cost of $5,578,769.90 (90% grant / 10% match).
SECTION 2 Approves to amend the budget accordingly: $5,020,892.91 as grant revenue, under account #400-9200-4200 HMGP - Grant Safe Room (FEMA) and $5,578,769.90 as grant expense, under account 400-9200-5100 HMGP - Safe Room.
SECTION 3: Authorizes the Mayor, Clerk, and other City officials to execute grant agreements for the DR-4563-0003 HMGP FEMA/AEMA grant, contracts related to funding, consulting, project management, design, engineering, bidding, construction, and closeout of the HMGP FEMA/AEMA Hazard Mitigation Grant for a First Responder Hurricane Safe room, and other documentation as required.
SECTION 4: This Resolution shall become effective immediately upon its adoption as required by law.
